Responsibilities
Trade Compliance Management:
- Oversee trade compliance activities in the United States, including but not limited to rules of origin, commodity classification, customs valuation, and customs broker management, to ensure all import and export activities comply with U.S. customs and relevant regulatory requirements.
- Familiar with rules of origin and able to accurately determine the origin of imported and exported goods.
- Familiarity searching U.S. import and export regulations and guidance, including the customs ruling online search system, CFR and the Department of Commerce Access database.
- Proficient in commodity classification (including HS CODE classification and ECCN classification) techniques to ensure accurate classification of imported and exported goods.
- Possess basic knowledge of customs valuation and assist in compliance reviews in collaboration with the logistics department.
- Manage customs brokers to ensure compliance and efficiency in the customs clearance process.
- Assist in developing and implementing corrective action plans to resolve problematic issues and ensure compliance with sanctions laws, regulations, and standards.
Anti-Dumping and Countervailing Duties (AD/CVD):
- Assist the company in analyzing impact of U.S. Department of Commerce (DOC) and the International Trade Commission (ITC) during anti-dumping and countervailing duties investigations, and coordinate with company internal departments to prepare related submissions.
Trade Sanctions Screening and Export Control:
- Conduct trade sanctions screening process to ensure that the company's business does not involve sanctioned entities.
- Possess basic knowledge of export controls and understand U.S. export control regulations (such as EAR) to conduct compliance reviews and classifications for product exports.
Communication and Coordination with CBP:
- Experience communicating with the U.S. Customs and Border Protection (CBP)
- Familiar with CBP processes and requirements and able to effectively respond to customs inquiries.
- Experience with data analysis for US Duty Drawback program
Regulatory Compliance and Policy Interpretation:
- Continuously monitor import and export-related laws and regulations in various countries, as well as those from the World Customs Organization (WCO) and other international organizations.
- Timely communicate regulatory changes to relevant departments within the company to ensure company compliance with applicable laws and government guidance
Qualifications
- Bachelor's degree or above, preferably in International Trade, Logistics, Management, Law, or related fields
Required Skills
- Proficient in trade compliance-related laws and regulations, including AD/CVD, Sections 301 and 232 tariffs, free trade agreements and interpreting customs rulings
- Proficient in Microsoft Excel.
- Strong written and verbal communication skills
