The Manager, International Trade Compliance, Americas will serve as the primary trade compliance lead for Oceaneering’s Americas operations while contributing to global Trade Compliance initiatives, team projects, and cross-regional program priorities. This role is responsible for implementing, sustaining, and continuously improving practical, risk-based trade compliance processes that support regional business operations, enable compliant growth, and align with Oceaneering’s global trade compliance standards.
The successful candidate will bring broad experience across customs and import compliance, export controls, sanctions, and international trade operations. This individual will work closely with supply chain, logistics, operations, finance, legal, engineering, program management, business development, and other functional teams to translate regulatory requirements and global trade compliance standards into practical, sustainable business processes. The role will also support strategic growth initiatives, including opportunities where commercial technologies are adapted, marketed, or deployed for defense, government, or national security-related applications.
This role requires a collaborative, business-oriented compliance professional who can lead regional execution, support global program priorities, and help strengthen Oceaneering’s overall trade compliance capability through practical guidance, project leadership, training, risk assessment, and continuous improvement.
LOCATION
This position is based in Houston, Texas and provides the opportunity to work in a hybrid environment, working both virtually and in the Houston office when required.
Ability to travel domestically and internationally, as business needs require.
Responsibilities
Lead implementation and ongoing enhancement of Oceaneering’s Trade Compliance program for the Americas, including policies, procedures, internal controls, training, monitoring, reporting, and continuous improvement, while supporting global trade compliance initiatives, and cross-regional program priorities as needed.
Serve as a regional subject matter resource on customs, export controls, sanctions, and related import/export requirements, including the EAR, ITAR, OFAC sanctions, customs valuation, tariff classification, country of origin, documentation, recordkeeping, and duty mitigation strategies.
Support jurisdiction, classification, licensing, authorizations, end-use/end-user reviews, restricted party screening, and Technology Control Plan activities for equipment, parts, software, technology, technical data, and defense-related services.
Partner with supply chain, logistics, procurement, operations, finance, legal, engineering, contracts, security, program management, and business development teams to integrate trade compliance requirements into business processes, project execution, and defense-related growth opportunities.
Monitor and interpret regulatory developments and business changes affecting trade compliance; assess potential impacts and support practical, risk-based implementation with local, regional, and global stakeholders.
Support audits, risk assessments, investigations, government inquiries, disclosures, corrective actions, customer requests, and third-party trade compliance matters in coordination with Trade Compliance leadership, Legal, business stakeholders, and outside advisors.
Develop and deliver targeted training, communications, tools, metrics, and reporting to build organizational capability, monitor compliance effectiveness, and enable compliant business growth.
Qualifications
Required
Bachelor’s degree required.
Minimum 8 years of experience developing, implementing or enhancing international trade compliance programs, including assessing risk, establishing controls, and integrating compliance requirements into business processes and systems.
Strong working knowledge of U.S. and international trade compliance requirements, including the EAR, ITAR, OFAC sanctions, customs/import requirements, and related import/export controls.
Experience assessing complex trade compliance matters, developing practical solutions, and advising business and functional leaders on compliance requirements and business decisions.
Experience supporting trade compliance controls such as export jurisdiction and classification, licensing and authorizations, restricted party screening, end-use/end-user reviews, Technology Control Plans, controlled technical data, or similar controls.
Demonstrated ability to implement or enhance trade compliance processes, controls, training, monitoring, or governance across multiple business locations, functions, or regions.
Must be a U.S. person or otherwise legally authorized to access ITAR-controlled technical data and other export-controlled information required for the role.
Ability to travel domestically and internationally as required.
