You will be responsible for ensuring compliance with international trade regulations and laws including but not limited to Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and Office of Foreign Assets Control (OFAC), and U.S. Customs and Border Protection (CBP) requirements. Develop, implement and maintain export and trade compliance programs. Monitor and mitigate risks associated with international trade operations and ensure all transactions adhere to relevant regulations, including tariff classifications, duties, and customs procedures. Central point of contact for Trade Compliance at Pilatus Business Aircraft, Ltd.
This is a remote position or on-site if you are in the Denver area but it will require on-site traning for about 4 weeks in Denver, CO.
Essential Duties/Responsibilities
- Formalize a written export management and compliance program from existing policies and procedures that encompass industry best practices.
- Ensure that all export operations comply with applicable domestic and international trade regulations, including ITAR, EAR, OFAC, CBP regulations and other relevant laws.
- Ensure that accurate export and customs product and technology classifications (ECCN/ITAR/HS/HTS) are kept within the company’s ERP system. Assist with the determination and validation of classifications for customs and export control purposes.
- Evaluate import transactions for proper tariff classifications and assess the applicability of duties, taxes, and fees.
- Collaborate with internal teams and customs brokers to ensure compliance with current CBP regulations, including tariff schedules, country-of-origin determinations, and duty rates.
- Identify potential compliance risks associated with foreign trade activities including accurate determination of duties and taxes based on foreign trade data (e.g. customs tariff number) and customs valuation.
- Identify potential cost-saving opportunities such as Free Trade Agreements within the company’s foreign trade processes.
- Assess the need for export licenses, permits, and authorizations for international transactions.
- Prepare, submit, and manage export license applications, ensuring timely approvals.
- Stay updated on restricted and denied parties lists, U.S. sanctions lists, “Know Your Customer” checks, etc. ensuring no transactions involve these entities or countries.
- Ensure maintenance of records of all export and trade activities, including shipping documentation, licenses, and permits as well as the retention of required records for the specified period.
- Provide export and trade compliance training to employees involved in international trade activities.
- Stay updated on changes in export and trade control laws and regulations and communicate updates to relevant stakeholders.
- Periodically audit trade compliance policies and processes to ensure on-going compliance.
- Continuously improve and update the company's export and trade compliance programs to align with evolving regulatory requirements and business needs.
Skills/Qualifications
- Bachelor's degree in a related field (e.g., international business, legal studies, or a related discipline).
- Minimum of 5 years of experience in export compliance and trade regulations, including familiarity with CBP regulations and U.S. tariff requirements
- Strong knowledge of ITAR, EAR, OFAC, CBP rules, HTS/HTUS classifications, and duty determination.
- Excellent attention to detail and analytical skills.
- Strong communication and interpersonal skills.
- Experience with export compliance software and tools is a plus.
