Role Purpose
Reporting to the Control Tower Operations Manager and based in the Dublin Mail Centre Campus, the Customs Control Manager will be responsible for maintaining our day-to-day Operational compliance for the processing of Customs items within the Commerce section of An Post.
In this role, you will hold direct responsibility of managing a team for the achievement of the primary KPI’s for all Customs processing related tasks.
You will be the primary liaison point between various Central Teams that operate within the customs sphere and be the front-line point of contact for our colleagues within Irish Revenue.
Responsibilities
The primary accountabilities associated with this role include but are not limited to the following:
- Ensure that any Controlled items are presented to Customs in a timely manner and oversee the management of the relevant compliance procedures.
- Manage the process relating to any ICS2 controls for imports ie. security of items arriving by air, land and sea.
- Lead a team and provide guidance on e-Commerce errors reductions, including daily investigations and amendments.
- Collaborate with brokers and commercial teams to expedite customs clearance.
- Implement automatic fixes for TARIC codes using internal and external systems (such as: Hurricane).
- Liaise and communicate daily with Revenue Managers at our An Post facilities.
- Manage controls for Temporary Storage Facilities (TSFs), ensuring compliance with Revenue's TSF usage rules.
- Serve as a point of contact with An Post Customer Services management for customs-related inquiries.
- Work closely with IT, Engineering, and other internal teams on the operation and development of customs systems.
- Ensure the team collaborates with the Control Tower team to collect data and report customs issues across all levels.
- Maintain close daily interaction with An Post operational management and the international department.
- Monitor KPI’s to measure and track performance against compliance.
- Manage Internal Control plans for imports and exports.
- Maintain daily operational management of An Post returns and the invalidation process to ensure operational KPIs are met.
- Oversee customs authorisations held within the business and support with obtaining new authorisations where required.
- Manage customs audits within the business and co-ordinate with Revenue regarding audit-related matters.
- Build a close working relationship with the Customs central strategic team to ensure operations are represented in discussion on future changes and strategic business decisions.
- Demonstrate An Post values and behaviours in your day to day work and address behaviour that supports/conflicts with them.
Knowledge & Experience
The ideal candidate will have experience with the operation and requirements applicable to customs authorisations such as Authorised Economic Operator (AEO), Authorised Consignee, etc. You will have experience in dealing with customs audits in Ireland or a comparable jurisdiction.
The ideal candidate will have a consistent track record of successfully operating within a Customs compliant environment. You will have an intimate knowledge of customs systems and obligations as applied to a carrier within Ireland. An in-depth operational knowledge of a logistics and distribution environment is key. You will have an awareness of the changes taking place in the wider Customs postal and e-commerce environments.
You will demonstrate a clear understanding of the need for, and commitment to change within the Customs operational environment. Strong communication and collaboration using applicable data along with strong analytics skills is essential.
