Job Purpose
To oversee and manage customs affairs activities within the General Administration of Customs by planning, organizing, and monitoring customs operations at customs centers. This includes ensuring compliance with local, regional, and international customs laws and regulations; combating illicit smuggling; facilitating legitimate trade; ensuring accurate customs revenue collection; and safeguarding the security and safety of the state.
Organizational Relationships
Internal Relations
Coordination with customs centers, departments, sections, and supporting service units within the General Administration of Customs to regulate and monitor customs procedures, ensure compliance, and enhance operational efficiency.
External Relations
Coordination with government entities, regulatory authorities, strategic partners, international organizations, law enforcement agencies, customs administrations, clearance companies, and commercial entities to follow up on customs-related developments, exchange information, and combat illicit smuggling.
Duties and Responsibilities
Administrative Role
- Oversee the preparation of the Customs Affairs Department budget and monitor expenditures in accordance with the approved budget.
- Provide technical guidance and professional support to subordinates to ensure effective performance.
- Participate in staff selection, onboarding, and development to enhance productivity and operational efficiency.
- Conduct periodic departmental meetings to review progress and address operational challenges.
- Prepare and submit periodic performance and activity reports to senior management.
Organizational Role
- Develop and implement strategic plans, policies, and operational programs for customs affairs in alignment with the General Administration of Customs’ vision and objectives.
- Conduct periodic performance evaluations for employees under supervision.
- Promote continuous improvement initiatives to enhance customs processes, systems, and procedures.
- Ensure full compliance with approved regulations, policies, and work procedures.
- Identify training and development needs in coordination with the Training and Performance Development function.
- Delegate authorities and responsibilities, coordinate workload distribution, and ensure effective execution of approved plans.
- Review departmental reports to ensure compliance with approved policies and standards.
Functional Role
- Supervise the development and implementation of customs policies, procedures, and operational plans to regulate and monitor customs operations at all customs centers.
- Ensure the accuracy and legality of customs transactions, documentation, and declarations in accordance with applicable customs laws.
- Monitor updates to customs legislation, tariffs, duties, and trade agreements and ensure proper implementation.
- Oversee customs valuation, classification, origin determination, and inspection processes.
- Supervise hazardous materials, prohibited and restricted goods control and reporting.
- Ensure the issuance and review of periodic analytical and statistical reports to support decision-making and continuous improvement.
- Oversee customs audit activities and ensure compliance of clearance companies with customs laws and regulations.
- Supervise customs licensing and exemptions processes and ensure alignment with approved policies and authorities.
- Enhance international and regional cooperation with customs administrations, law enforcement agencies, and relevant organizations to combat smuggling and illegal trade.
- Ensure compliance with the GCC Unified Customs Law and related regulations.
- Represent the General Administration of Customs in local, regional, and international meetings related to customs affairs.
- Perform any other related duties as assigned.
Educational Qualifications:
- University degree in a relevant field .
Work Experience:
- A minimum of 8 years of relevant professional experience after university education .
