Job Purpose
To oversee and manage trade facilitation activities within the General Administration of Customs by planning, organizing, and monitoring initiatives that streamline import and export procedures, enhance supply chain efficiency, reduce time and cost of cross-border trade, and ensure compliance with national regulations and international trade facilitation agreements, while supporting economic growth and improving the business environment.

Internal Relations
Coordination with customs centers, departments, sections, and supporting service units within the General Administration of Customs to harmonize trade procedures, improve operational efficiency, and ensure effective implementation of trade facilitation initiatives.
External Relations
Coordination with government entities, regulatory authorities, ports and logistics operators, strategic partners, international and regional organizations, private sector representatives, clearance companies, and commercial entities to support trade facilitation initiatives, exchange information, and improve cross-border trade performance.
Duties and Responsibilities
Administrative Role
- Oversee the preparation of the Trade Facilitation Department budget and monitor expenditures in accordance with the approved budget.
- Provide technical guidance and professional support to subordinates to ensure effective performance.
- Participate in staff selection, onboarding, and development to enhance productivity and operational efficiency.
- Conduct periodic departmental meetings to review progress and address operational challenges.
- Prepare and submit periodic performance and activity reports to senior management.
Organizational Role
- Develop and implement strategic plans, policies, and operational programs for trade facilitation in alignment with the General Administration of Customs’ vision and objectives.
- Conduct periodic performance evaluations for employees under supervision.
- Promote continuous improvement initiatives to enhance trade procedures, systems, and operational frameworks.
- Ensure full compliance with approved regulations, policies, and work procedures.
- Identify training and development needs in coordination with the Training and Performance Development function.
- Delegate authorities and responsibilities, coordinate workload distribution, and ensure effective execution of approved plans.
- Review departmental reports to ensure compliance with approved policies and standards.
- Approve staff leave schedules.
Functional Role
- Supervise the development and implementation of trade facilitation policies, procedures, and operational plans to streamline import, export, and transit processes.
- Ensure alignment of trade facilitation initiatives with national legislation and international agreements, including the WTO Trade Facilitation Agreement.
- Oversee the review and improvement of processes related to customs clearance, licenses, permits, inspections, and border procedures.
- Lead digital transformation initiatives, including single window systems, automation, and electronic data exchange.
- Monitor and analyze trade facilitation performance indicators, including clearance time, cost, and service quality.
- Supervise exemptions, facilitation programs, and compliance mechanisms aimed at supporting legitimate trade.
- Enhance coordination and cooperation with government entities, private sector stakeholders, and international organizations.
- Identify challenges faced by importers and exporters and propose practical solutions to improve trade efficiency.
- Represent the General Administration of Customs in local, regional, and international meetings related to trade facilitation.
- Ensure the preparation and review of analytical, statistical, and performance reports to support decision-making.
- Perform any other related duties as assigned.
Educational Qualifications
University degree in a relevant field.
Work Experience
A minimum of 8 years of relevant professional experience after university education.
