Job Description
Implement regulatory functions associated with the National Civil Aviation Security Quality Control Programme (including approvals, compliance monitoring and certification) for co- ordinating and monitoring implementation of EU Common Basic Standards as defined in EU Regulation 300/2008 and the National Civil Aviation Security Programme.
Principal Duties and Responsibilities
The Aviation Security Inspector role includes the following responsibilities:
• Advise the Aviation Security Implementation Manager on matters concerning entry control for:
- approvals to an entity (e.g. regulated agents, known consignors); and
- approvals to individuals to carry out specific activities (e.g. security managers, instructors)
• Exercise oversight and surveillance to monitor implementation of the common basic standards, the National Civil Aviation Security Programme and dangerous goods (ICAO Annex 18). This includes audits, inspections, tests and periodic meetings with entities
• Provide information and support to entities for clarification, policy announcements, technical information etc. Support includes giving advice on regulations
• Advise the Aviation Security Implementation Manager on exit control regarding the:
- variation
- suspension
- revocation, or
- disqualification of an approval or certificate, including exit control over those voluntarily leaving the system
• Ensure all oversight activities are conducted in accordance with relevant IAA procedures
• Assist in the maintenance of an on-going analysis of entities to determine security trends
• Evaluate the performance of security staff seeking certification from the IAA, in line with relevant IAA procedures
• Review Security Programmes submitted by industry for the purposes of approval
• Assist with preparation of the annual return for the European Commission as required under Section 18 of EU Regulation 18/2010
• Assist in the maintenance and preservation of records and documents relating to aviation security
• Advise the Aviation Security Implementation Manager on specific or general matters relating to aviation security
• Conduct coordination meetings and workshops as required
• Assist in the delivery of aviation security related training to industry
• Attain and maintain aviation security certification or other certification as may be required or appropriate
• Attain and maintain security clearance from the National Security Authority
• Manage health and safety issues in accordance with the Company Safety statement

Requirements
The successful candidate should have the following qualifications and skills:
Required
• Commitment to exceptional or ad hoc working out of the office undertaking aviation security audits and inspections at airports, cargo warehouses, catering companies and at external locations such as vehicle checkpoints into airports including in the evening, at weekends, bank holidays and/ or early morning
• Have excellent written & oral communication skills with the ability to professionally engage with a diverse range of persons and companies and the ability to recognise and manage critical relationships
• Excellent time management and organisational skills
• Excellent IT skills & working knowledge of Office 365 and Microsoft Office Suite applications such as Microsoft SharePoint, Excel, Word, and Outlook
• Professionalism, integrity and attention to detail
• A flexible ‘can-do’ attitude to ensure the completion of team and individual targets
Desirable
• Experience in the application and / or oversight of implementation of aviation security requirements
• Knowledge of Irish, EU and international security regulations
• A basic understanding of the framework of international organisations relevant to aviation security including the European Commission, ICAO, ECAC and EASA
• Knowledge of Security and / or Safety Management Systems
• Ability to drive own car and transport colleagues to and from inspection sites; and / or
• Experience and interest in the technical, training or airport aspects of aviation
Each Member State shall ensure that auditors performing functions on behalf of the appropriate authority:
a) are free from any contractual or pecuniary obligation to the airport, operator or entity to be monitored; and
b) have the appropriate competencies, which include sufficient theoretical and practical experience in the relevant field
Auditors shall be subject to and are required to pass certification or equivalent approval by the appropriate authority.

SALARY RATE
The salary will be commensurate with the experience and qualifications of the successful candidate.
PROBATIONARY PERIOD
The position is subject to a probationary period of 6 months from the date of actual commencement and is subject to the provision of satisfactory performance during that period.
HOURS OF WORK
The hours of work are 36 hours per week. Standard working hours at the IAA are:
Monday to Thursday: 9:15am to 5:30pm with 1-hour lunch break
Friday: 9:15am to 5:15pm with 1-hour lunch break
ANNUAL LEAVE
Annual Leave excluding public holidays is 28 days per annum.
PENSION
The successful candidate will on date of joining become a member of the Irish Aviation Authority pension scheme details of which will be communicated to the successful candidate on offer of appointment.
LOCATION
The IAA is based in the Times Building, 11-12 D'Olier Street, Dublin 2 near Trinity College. We are convenient to all Luas lines; several Dublin Bus routes and are about 5 minutes from Tara Street Railway Station. We are also just minutes from O’Connell Street and St. Stephen’s Green.
Hybrid working arrangements may be agreed in line with IAA Remote Working Policy.
