JOB PURPOSE: To provide end-to-end leadership and oversight of site logistics, covering planning, execution, monitoring, and improvement of all logistics processes. This includes coordinating deliveries, site access, waste management, heavy equipment movement, and supporting the overall project delivery by minimizing delays, ensuring compliance with QHSE requirements, and implementing innovative logistics practices. To efficiently plan, coordinate, and control all logistics activities across infrastructure construction and landscaping project sites — including the movement, storage, and tracking of heavy equipment, materials, plants, and workforce. The Logistics Manager ensures safe, timely, and cost-effective logistics operations that align with project schedules, quality standards, and sustainability objectives. KEY RESPONSIBILITIES AND ACCOUNTABILITIES: Logistics Planning & Coordination • Develop and implement comprehensive logistics strategies and plans for large-scale heavy civil, infrastructure, and landscaping projects. • Coordinate inbound and outbound deliveries of bulk materials (aggregates, sand, concrete), heavy machinery, plants, tools, and specialized equipment. • Proactively plan to ensure timely availability of critical project items, especially long lead materials and large equipment. • Design and set up site access routes, laydown areas, material flow corridors, and logistics staging areas adapted for large/heavy equipment. • Align logistics planning closely with construction schedules, sequencing of heavy works, utility diversions, and critical path activities. Site Logistics Management • Establish site-specific logistics layouts, including heavy equipment entry/exit, laydown zones for large pipes, precast elements, and plant storage. • Coordinate material deliveries, offloading, stacking, and internal distribution without disrupting ongoing construction works. • Manage and monitor movement of cranes, excavators, dump trucks, loaders, and other heavy equipment within constrained sites. • Control hoisting operations, scaffold logistics, and movement of large precast/structural elements. • Oversee site waste management, segregation zones, and temporary structures in compliance with environmental regulations. • Conduct routine logistics walkdowns to verify safety, housekeeping, and space utilization. Coordination with Stakeholders • Work closely with procurement, planning, project engineers, stores, consultants, subcontractors, and site supervisors. • Coordinate with freight forwarders, heavy haulage contractors, customs agents, and local authorities for necessary permits and clearances. • Support landscaping teams in moving trees, plants, and soil materials, ensuring compliance with quarantine and health protocols. • Lead daily logistics coordination meetings to align manpower, equipment allocation, and delivery schedules. Documentation & Compliance • Maintain accurate and timely records: gate passes, delivery notes, heavy equipment movement logs, inspection reports, and material receipts. • Ensure full compliance with Company QHSE standards, local regulations (RTA, DEWA, DM, etc.), and project-specific logistics procedures. • Track, manage, and renew logistics permits, over-dimensional cargo approvals, and import/export documentation. Inventory & Resource Tracking • Monitor stock levels at central storage yards, nurseries, on-site warehouses, and buffer zones to prevent delays or excess. • Coordinate real-time tracking of materials and equipment through ERP platforms (e.g., Xpedion, SAP). • Produce detailed reports on pending deliveries, aging stock, utilization of heavy equipment, and key logistics KPIs. Process Improvement • Identify bottlenecks, space constraints, and equipment idle time; propose and implement corrective measures. • Optimize delivery sequencing, site access, and equipment allocation to reduce turnaround time. • Participate in Lean, Six Sigma, or TQM projects targeting logistics cost savings and process efficiency. Site Safety & Environmental Compliance • Enforce strict compliance with site traffic management plans, heavy lifting protocols, and pedestrian segregation. • Implement logistics safety measures: clear signage, speed controls, designated parking, and safe crane/lifting zones. • Monitor waste disposal, dust suppression, and fuel storage to meet environmental standards. • Coordinate with HSE teams to deliver toolbox talks, risk assessments, and safety audits focused on logistics activities. Innovation, Sustainability & Continuous Improvement • Introduce digital tools, GPS tracking, and dashboard reporting to improve logistics visibility and decision-making. • Integrate sustainable practices in packaging, fleet management (e.g., low-emission vehicles), and material handling. • Evaluate new logistics technologies and vendors to drive continuous improvement and innovation aligned with TQM initiatives. COMMUNICATION & WORKING RELATIONSHIPS: Internal: Internal Team, Project Managers (Project RE/AREs), Planning Engineers, Procurement, Horticulturists, QHSE Team, Design Coordination, contractors, Corporate PROs, Corporate teams, and Storekeepers. External: Suppliers, Contractors, Sub-contractors, Freight Forwarders, Transport Vendors, Customs Agents, Hospitals, Ambulance, Dubai Police, Local Authorities (e.g., RTA, DEWA, DM), Certification Bodies, etc. FRAMEWORKS, BOUNDARIES & DECISION-MAKING AUTHORITY: Operates within: - Integrated Management System, project-specific procedures, TQM principles, and safety & environmental standards. - Local regulatory frameworks and international logistics best practices. Authorized to: - Plan and approve site logistics layouts, delivery routes, and staging areas. - Allocate and control use of heavy equipment and storage zones. - Initiate process improvements and corrective actions to mitigate logistics risks. - Escalate major risks, high-value procurement issues, or strategic changes to senior management. QUALIFICATION & EXPERIENCE: Minimum Qualification: - Bachelor’s degree in Civil Engineering, Logistics, Construction Management, or equivalent. Minimum Experience: - 12–25 years of experience in heavy civil construction and infrastructure project logistics planning and management. - Working knowledge of Dubai Municipality (DM), DEWA, RTA, and import/export regulatory requirements. - Experience working in multicultural teams; Middle East experience preferred.
