Core Responsibilities of Chemical Procurement:
1. Supplier Sourcing & Market Intelligence
- Identify and evaluate global chemical suppliers (manufacturers, distributors, traders). Find global suppliers (manufacturers, distributors, traders) of bulk and specialty chemicals
- Monitor market trends (e.g., petrochemical price fluctuations, supply-demand gaps).
- Assess supplier reliability, certifications (ISO, REACH, GMP), and compliance with regulations.
- Assess production capacity, financial stability, and past performance.
- Conduct audits (onsite or virtual) for critical suppliers.
- Approved Vendor List (AVL): Maintain a database of reliable suppliers.
2. Sourcing & Supplier Management
- Identify and evaluate suppliers of chemicals, solvents, catalysts, and other raw materials.
- Negotiate contracts, pricing, and terms with vendors to ensure cost-effectiveness.
- Develop and maintain strong supplier relationships to ensure reliability and quality.
- Conduct supplier audits and assessments to verify compliance with safety and environmental regulations.
3. Bidding & Tender Management
- Client Tenders: Respond to Requests for Quotation (RFQs) or Requests for Proposal (RFPs) from buyers (e.g., industrial manufacturers, government agencies).
- Supplier Bidding: Request and compare quotes from multiple suppliers to ensure competitive pricing.
- Bid Preparation:
- Analyze technical specifications (purity, packaging, delivery terms).
- Calculate landed costs (including freight, duties, insurance).
- Prepare commercial proposals with pricing, Incoterms (FOB, CIF, DDP), and payment terms.
- Negotiation: Adjust bids based on supplier discounts, bulk purchase options, or long-term contract benefits.
- Submission: Ensure bids meet deadlines and comply with tender requirements (e.g., documentation, bank guarantees).
4. Contract & Purchase Order (PO) Management
- Finalize contracts with suppliers/clients after winning bids.
- Ensure POs align with agreed terms (quality, quantity, delivery schedule).
- Track order fulfillment and resolve discrepancies (delays, quality issues).
5. Market Intelligence & Price Negotiation
- Track Chemical Markets: Monitor price trends (e.g., crude oil impact on petrochemicals).
- Benchmarking: Compare supplier quotes to ensure best market rates.
- Negotiation Strategies:
- Volume discounts, long-term contracts, or spot purchases.
- Flexible payment terms (LC, TT, credit periods).
6. Quality & Compliance Assurance
- Technical Specifications: Ensure chemicals meet required grades (e.g., USP, Ph. Eur, industrial grade).
- Documentation Review: Check COA (Certificate of Analysis), SDS (Safety Data Sheets), and TDS (Technical Data Sheets).
- Regulatory Compliance: Verify adherence to:
- International: REACH (EU), TSCA (US), CLP, OSHA.
- Industry-Specific: Food-grade, pharmaceutical, or electronics standards.
7. Cost Optimization & Risk Management
- Analyze cost structures and identify cost-saving opportunities (bulk purchasing, alternative suppliers).
- Mitigate supply chain risks (e.g., geopolitical issues, logistics delays, material shortages).
- Implement sustainable procurement practices where possible.
8. Logistics & Supply Chain Coordination
- Shipping Terms (Incoterms): Choose optimal terms (FOB, CIF, DDP) based on cost and risk.
- Hazardous Chemical Handling: Ensure proper packaging, labeling, and transport compliance (IMDG, IATA, ADR).
- Customs & Import Compliance: Manage HS codes, duties, and import permits.
Skills & Qualifications:
- Education: Degree in Chemical Engineering, Chemistry, or Supply Chain/International Trade.
- Market Knowledge: Understanding of chemical commodities (e.g., methanol, solvents, polymers) and pricing trends.
- Bidding Expertise: Experience in tender processes, RFQ analysis, and competitive bidding strategies.
- Negotiation Skills: Ability to secure favorable terms from suppliers and clients.
- Logistics & Compliance: Familiarity with international shipping, hazardous material regulations, and trade documentation.
- Software/Tools: ERP (SAP), procurement platforms (Coupa, Ariba), and market intelligence tools (ICIS, ChemAnalyst).
- Certifications (Preferred): CSCP (Supply Chain), CDCS (Trade Finance), or hazardous materials handling certifications.
