What you'll do:
The Manager – Customs Clearance (Cross Border) is responsible for end-to-end governance, compliance, and performance oversight of all import, export, and re-export activities across the UAE.
The role ensures full compliance with UAE & GCC customs regulations, effective use of digital customs platforms, optimized duty and tax management, and consistent clearance performance across Dubai and Abu Dhabi operations.
- Own and enforce compliance with GCC Common Customs Law, UAE Customs regulations, and local customs circulars.
- Act as the internal customs compliance authority in coordination with the Compliance team on HS classification, customs valuation, country of origin determination, and prohibited/restricted goods decisions.
- Ensure readiness and compliance with new and upcoming regulatory mandates, including pre-loading/post-loading data submission, 12-digit HS code implementation, strategic goods controls, and restricted commodity handling.
- Liaise with airport authorities, ground handling agents, airlines, and relevant stakeholders to support clearance operations.
- Provide functional leadership to Customs Clearance Supervisors in Dubai and Abu Dhabi.
- Ensure consistent application of customs SOPs across Jebel Ali, DWC, Dubai mainland, KIZAD, Abu Dhabi mainland, and Al Ghuwaifat Border.
- Monitor clearance volumes, workload allocation, escalation handling, and performance metrics across both locations.
- Oversee accurate and compliant use of digital customs platforms, including Dubai Trade/Mirsal II, Abu Dhabi Customs systems, and GCC Bayan platforms.
- Review and approve complex or high-risk declarations, amendments, post-clearance corrections, and special customs regimes (temporary admission, re-export, duty suspension).
- Govern correct application of customs duties and taxes, including reviews of duty refunds, reversals, bonded facility movements, and free zone–mainland transfers.
- Partner with Finance and Compliance teams to minimize financial exposure arising from customs audits or non-compliance.
- Serve as the primary liaison with customs authorities and regulatory bodies, including Dubai Customs, Abu Dhabi Customs, municipalities, MOH, SIRA, CID, MOI, and other relevant authorities.
- Lead customs audits, investigations, dispute resolution, and penalty negotiations with authorities.
- Establish pre-clearance risk review frameworks for high-risk shipments in coordination with the Head of Customs and Compliance team.
- Review escalations related to detention, seizures, valuation disputes, or classification challenges and ensure timely corrective actions.
- Ensure audit findings, violations, and corrective actions are reported to the Compliance team and Head of Customs.
- Define clear roles and accountability for Supervisors (control and coordination) and Executives (execution and documentation).
- Drive continuous training and capability development across clearance teams covering regulatory updates, system enhancements, and commodity-specific requirements.
- Approve staffing plans, shift structures, and workload distribution across Dubai and Abu Dhabi operations.
What you’ll need?
- Bachelor’s degree in Supply Chain, International Trade, Business Administration, or a related field.
- 7–10 years of UAE customs clearance experience, including people and multi-location operations management.
- Strong command of UAE and GCC customs laws, regulations, and compliance requirements.
- Expert-level knowledge of customs systems including Mirsal II, Tamm, Dhabi, ATLP, and related platforms.
- Certified Customs Expert (CCE) certification preferred.
- Fluency in English is required; Arabic is an advantage.
