ABOUT THE ROLE
Based in the Corporate Office in Dubai and reporting to the Sr Procurement Officer, the Procurement Officer is responsible for the procurement activities of P&O Maritime- Spot Tugs and Ship Management Port Service Division ensuring POML procurement procedures are followed within the company by all stakeholders involved. The Procurement Officer shall ensure cost effective purchasing of goods and services, finding possible areas of process improvements which shall add value and efficiency to the procurement function
Key Accountabilities
Procurement, Logistics & Supplier Management
- Manage procurement activities for assigned vessels and ship management operations within the group.
- Oversee fleet requisitions, issue RFQs, process purchase orders, track deliveries, and keep relevant stakeholders informed.
- Identify, evaluate, and approve suppliers; continuously monitor supplier performance to ensure cost-effective quality services and materials.
- Ensure timely receipt, processing, and control of requisitions for goods and services from supervisors and managers.
- Analyze received quotations for materials and services to verify alignment with requirements and prepare comparative analyses with recommendations for approval.
- Follow up promptly to ensure timely delivery of items and manage associated logistics.
- Secure spares, consumables, and services on short notice to prevent operational delays for tugs.
- Quickly identify and onboard local suppliers in new markets to shorten supply chains.
- Negotiate supply agreements that facilitate urgent orders and priority deliveries without heavy penalties.
- Maintain contingency suppliers to address breakdowns or urgent compliance needs.
- Collaborate closely with Operations, Technical, and Crewing teams to anticipate procurement needs ahead of deployments.
- Manage overseas purchases with focused attention on timely follow-up, logistics coordination, customs clearance, and delivery to stores or vessels as required.
- Develop new suppliers to reduce costs and improve quality.
- Identify potential vendors for strategic sourcing partnerships and present to line manager.
- Maintain supplier prequalification lists and set up new supplier accounts upon stakeholder approval.
- Regularly analyze vendor performance data and advise POML management on sourcing strategies to align with organizational goals.
- Build and maintain strong relationships with key suppliers to ensure delivery of quality goods and services.
- Assist the line manager with additional procurement-related tasks as required.
- Support finance in resolving discrepancies related to supplier invoice processing.
- Review and act on open requisitions and purchase order reports to meet departmental KPIs.
Qualifications And Experience
Minimum Qualifications:
- Diploma/ bachelor’s degree, or engineering with mechanical/marine discipline.
- A minimum of proven 3-5 years of similar experience in Procurement with mid to large size organization preferably with maritime industry
- Knowledge of clearing and forwarding in Middle East and Africa Market, a thorough knowledge of the procedures and policy, good judgment, negotiation & analytical skills.
- Certification in Purchasing from a recognised university is preferable.
- Proficiency in Microsoft Office and purchasing applications. Experience using supply chain management software and tools. Oracle Fusion and ABS NSE would be an advantage.
- Experience working in a fast-paced administrative environment.
